Accessibility statement
How accessible this site is, what we have checked, what we know is not yet right, and how to tell us about a problem.
We want everyone to be able to read this site and use its tools and downloads.
The standard we aim for
We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.2 at level AA on every page, in every tool and in every download.
What you should be able to do
- Use the whole site with a keyboard, including the menus, the search, the calculator, the fee test and the health check.
- Skip straight to the main content from the top of any page.
- See clearly which link or button has focus.
- Zoom in and read the site on a small screen without scrolling sideways.
- Read all text against its background. Text and background colours were measured against the AA contrast levels.
- Use the site with animation turned off. If your device asks for reduced motion, the site does not animate.
- Read the charts as text. Each chart has a text description, and the figures are also on the page.
- Reach wide tables with a keyboard and scroll them.
- Use the forms and tools with labels that a screen reader can announce, and with error messages in words.
What we have checked
- Automated checks with an automated accessibility testing tool on 22 pages covering the site's page layouts, at phone and desktop widths. The most recent run, on 14 October 2026, found no failures.
- Keyboard checks on the menus, the search, the tools and the fee test.
- Contrast measurements for text over photos, where automated tools cannot measure.
- The two checklist PDF downloads are tagged for assistive technology and were checked against the PDF/UA-1 standard with an open source PDF/UA checker.
What we know is not yet right
- The site has not yet had an independent accessibility audit.
- It has not yet been tested with a full range of screen readers and voice control software.
- The spreadsheet and the editable document template have not been checked against a formal accessibility standard in the way the PDF downloads have.
- Official forms and guidance on other websites, which our pages link to, are outside our control and may not be accessible.
If something does not work for you
Tell us the page, what you were trying to do and the browser or assistive technology you use. The address is on the contact page. If you need a download in a different format, ask and we will do what we can.
